Photos below are from Morton Arboretum low growing shrub with tag confirming Juniperus chinensis var. sargentii.

I checked a number of sources, all of which said that Juniperus chinensis var. sargentii holds green color throughout the year, but that is obviously not the case with this particualr plant.
